These assemblies were diplomatic gatherings rather than subordinate tribes receiving superior orders—each participant maintained equal standing despite power disparities.

The oath-taking bound coalition members—the representatives swore sacred oaths pledging cooperation, the divine observation ensured oath compliance through supernatural enforcement, the public ceremony created witnesses whose testimony would confirm or deny later claims about commitments made. The oaths were serious undertakings—violation brought not merely political consequences but supernatural punishment threatening violator’s life and lineage.
