V. The Veche: Democratic Assembly

The People’s Voice

Definition: Public assembly of free men to decide major issues

Participants:

  • All free adult males (Smerd class and above)
  • Sometimes women (rare, usually widows of boyars)
  • Slaves excluded

Location:

  • Central square of town
  • Sacred grove (in pagan times)
  • Church courtyard (Christian period)

召集 (召集):

  • Rung bell (Veche Bell) or blown horn
  • All must attend or face fine/exile

Issues Decided:

  • War and peace
  • Election/removal of Knyaz
  • Major taxes
  • Land distribution
  • Criminal trials (major crimes)

Decision Method:

  • Consensus preferred (discussion until agreement)
  • If no consensus: Vote by shouting (louder side wins)
  • If unclear: Physical confrontation (fistfights between factions)

The Violence: Veche meetings could turn deadly:

  • Rival factions brawled
  • Losers sometimes killed or exiled
  • Property of losing side confiscated

Famous Example: Novgorod Veche:

  • Most powerful in all Slavic lands
  • Elected AND expelled multiple Knyazes
  • Controlled vast trade empire
  • Lasted until Moscow conquest (1478)
